Bring the water to a boil, then reduce the heat to low and cover the pot with a tight-fitting lid. 8. Cook the rice for 15-20 minutes, or until the water has been absorbed and the rice is tender. 9. Once the rice is cooked, remove the pot from the heat and let it sit for 5 minutes. 10. Fluff the rice with a fork, then pour the saffron milk over the rice. Gently fold the rice to distribute the saffron. 11. Garnish with chopped cilantro and serve hot.
